Description
Reassignment of students to schools within the county have been approved by the administration or recommended by the Student Reassignment Appeal Board, in accordance with policies of the School Board.  They are presented for formal ratification.

AGREEMENTS/CONTRACTS

9. APPROVAL OF CONTRACT BETWEEN HERALD TRIBUNE AND THE SCHOOL BOARD OF SARASOTA FLORIDA

Description

The Sarasota Herald-Tribune (Publisher) is hereby authorized to publish advertising for SCTI as the undersigned advertiser for the period July 1, 2006 through June 30, 2007, as described in the enclosed agreement.



Recommendation
That the Retail Advertising Agreement between the School Board of Sarasota County, Florida, (Advertiser) and the Sarasota Herald-Tribune (Publisher) be approved.

10. APPROVAL OF CONTRACT WITH THE BRADENTON HERALD

Description
This is a contract with the Bradenton Herald for printing 160,000 copies for Direct Mailer advertising for the Adult and Community Education's Adult and Senior Enrichment classes (three sessions:  Fall 2006, Winter 2007, and Spring 2007) in the amount of $29,805.00.

Recommendation
That the School Board approve the 0310 contract with the Bradenton herald for Adult and Community Education's classes for Adult and Senior Enrichment.
EXPULSIONS

11. APPROVAL OF EXPULSION CASE NO. 06-032

Description
The student listed in Expulsion Case No. 06-032 is in violation of an accepted Expulsion Settlement Agreement for an alternative school placement.  On September 9, 2005, the student listed in Expulsion Case No. 06-032, violated School Board Policy 5.34(1)(d), assault on student.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until September 9, 2006.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 06-032, to expel the student referenced therein from the Sarasota County Schools be approved effective immediately until September 9 of the 2006-2007 academic year.

12. APPROVAL OF EXPULSION CASE 06-197

Description
The student listed in Expulsion Case No. 06-197, is in violation of an accepted Expulsion Settlement Agreement for an alternative school placement.  On January 23, 2006, the student listed in Expulsion Case No. 06-197, violated School Board Policy 5.32(1)(k) threat to another student.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until May 30, 2007.

Recommendation
That in accordance with provisions of Sections 1006.07(1)(a)(b), Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent.   The recommendation as specified in Expulsion Case No. 06-197, to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the remainder of the 2006-2007 academic year.

13. APPROVAL OF EXPULSION CASE NO. 06-062

Description
The student listed in Expulsion Case No. 06-062, is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On September 23, 2005, the student listed in Expulsion Case No. 06-062 violated School Board Policy 5.34, (1)(d) Theft.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until May 30, 2007.

Recommendation
That in accordance with provisions of Sections 1006.07 (1)(a)(b) Florida Statutes and School Board Policy 5.43, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 06-062, to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the entire 2006-2007 academic year.

Description

The student listed in Expulsion Case No. 06-179, is in violation of an accepted Expulsion Settlement Agreement for an alternative school placement.  On January 19, 2006, the student listed in Expulsion Case No. 06-179, violated School Board Policy 5.322 (1) Use of Alcohol or Drugs.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until May 30, 2007.



Recommendation
That in accordance with provisions of Sections 1006.07 (1)(a)(b) Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 06-179, to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the entire 2006-2007 academic year.

Description
The student listed in Expulsion Case No. 06-193 is in violation of an accepted Expulsion Settlement Agreement for alternative school placement.  On January 25, 2006, the student listed in Expulsion Case No. 06-193, violated School Board Policy 5.34 (1)(g) Disruption to Classroom.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until May 30, 2007.

Recommendation

That in accordance with provisions of Sections 1006.07 (1)(a)(b) Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 06-193, to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the entire 2006-2007 academic year.

Description
The student listed in Expulsion Case No. 06-281, is in violation of an accepted Expulsion Settlement Agreement for an alternative school placement.  On March 6, 2006, the student listed in Expulsion Case No. 06-281 violated School Board Policy 5.34, (1)(d) Battery Against Another Student.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until May 30, 2007.

Recommendation
That in accordance with provisions of Sections 1006.07 (1)(a)(b) Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 06-281, to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the entire 2006-2007 academic year.

Description
The student listed in Expulsion Case No. 06-139 is in violation of an accepted Expulsion Settlement Agreement for an alternative school placement.  On December 8, 2005, the student listed in Expulsion Case No. 06-139, violated School Board Policy 5.32 (1)(h) Zero Tolerance, Possession of a Knife.  It is the recommendation of the Superintendent that the student be expelled from the Sarasota County Schools until May 30, 2007.

Recommendation
That in accordance with provisions of Sections 1006.07 (l)(a)(b) Florida Statutes and School Board Policy 5.34, the holding of a hearing having been waived by the student/parent, the recommendation as specified in Expulsion Case No. 06-139, to expel the student referenced therein from the Sarasota County Schools be approved effective immediately for the entire 2006-2007 academic year.

MATERIALS MANAGEMENT

18. APPROVAL TO AWARD BID #7007 TO PROVIDE AND/OR INSTALL SIGNAGE

Description
Bids to 'Provide and/or Install Signage' were received from four vendors on July 11, 2006.  The bids of H & H Signs, Inc., and Municipal Supply & Sign Company were the best low bids meeting the advertised specifications.  Rocal, Inc., did not meet the specification  for anodized signs and did not bid ADA signs.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the capital budget allocated to the Facilities Services Department.

Recommendation
That the bids of H & H Signs, Inc., and Municipal Supply & Sign Company, to 'Provide and/or Install Signage' in an amount not to exceed $75,000.00, be approved for award and purchase.

19. APPROVAL TO AWARD BID #7003 FOR LIFT STATION SERVICE AND DOMESTIC WATER TESTING

Description

Bids to provide 'Lift Station Service and Domestic Water Testing' were received from four vendors on July 12, 2006.  The bid of Seavy & Associates, Inc., was the best low bid meeting the advertised specifications.  This bid is for a period of one year with the option to renew for two additional one-year periods.  The funds for these purchases are contained in the capital budget allocated to the Facilities Services Department.



Recommendation
That the bid of Seavy & Associates, Inc., to provide 'Lift Station Service and Domestic Water Testing' in an amount not to exceed $100,000.00, be approved for award and purchase.

FACILITIES

20. ACCEPTANCE OF ANNUAL HEALTH AND SAFETY REPORT

Description
Property inspections as mandated in the State Regulation for Educational Facilities owned/operated by the Board, are conducted by the Facilities Services Department and adjustments are initiated through the service order system or the Project Management system.  Copies of the report are available for review at the Facilities Services office.

Recommendation
That the Annual Fire Safety, Sanitation and Casualty report be accepted as filed.

CONSTRUCTION

22. APPROVAL OF WATER DISTRIBUTION SYSTEM EASEMENT AT ASHTON ELEMENTARY SCHOOL BETWEEN SARASOTA COUNTY, A POLITICAL SUBDIVISION OF THE STATE OF FLORIDA, AND THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA

Description
This water distribution system easement is for the purpose of constructing, installing, maintaining, operating, repairing and replacing water supply distribution system facilities and appurtenant equipment with the right to reconstruct, improve, add to, enlarge and remove such facilities and equipment by Sarasota County, a political subdivision of the State of Florida.  This easement has been approved by the School Board attorney.

Recommendation
That the Water Distribution System Easement at Ashton Elementary School between Sarasota County, a political subdivision of the State of Florida, and the School Board of Sarasota County, Florida, be approved as presented.

23. ACCEPTANCE OF SUBSTANTIAL COMPLETION FOR RIVERVIEW HIGH SCHOOL - PORTABLE RELOCATION PROJECT

Description
The architect has prepared the Certificate of Substantial Completion and the final punch list.  The project is substantially complete in accordance with the contract documents.  A copy of the final punch list is available for review at the Construction Services Department.

Recommendation
That the work performed by Jon F. Swift, Inc. for the Riverview High School - Portable Relocation project be accepted as substantially complete as of 6/30/2006.

24. ACCEPTANCE OF SUBSTANTIAL COMPLETION FOR RIVERVIEW HIGH SCHOOL - PERFORMANCE BASED DIPLOMA PROGRAM PORTABLE INSTALLATION

Description
The architect has prepared the Certificate of Substantial Completion and the final punch list.  The project is substantially complete in accordance with the contract documents.  A copy of the final punch list is available for review at the Construction Services Department.

Recommendation
That the work performed by Jon F. Swift, Inc. for the Riverview High School - Performance Based Diploma Program Portable Installation project be accepted as substantially complete as of 7/21/2006.

25. APPROVAL OF THE BILL OF SALE TO SARASOTA COUNTY FOR THE FIRE MAIN SYSTEM AT FRUITVILLE ELEMENTARY SCHOOL

Description
Sarasota County land development regulations require the ownership of the utility systems be vested with the County.  This item authorizes the transfer of title of these facilities to Sarasota County.  The School Board attorney has reviewed and approved this Bill of Sale. 

Recommendation
That the Bill of Sale to Sarasota County for the Fire Main System at Fruitville Elementary School be approved as presented.

26. APPROVAL OF NON-EXCLUSIVE UTILITY EASEMENT AT SOUTHSIDE ELEMENTARY SCHOOL BETWEEN THE SCHOOL BOARD OF SARASOTA COUNTY, FLORIDA, AND FLORIDA POWER & LIGHT COMPANY

Description
This easement will assign an easement for the construction, operation and maintenance of underground electric utility facilities (including wires, cables, conduits, and appurtenant equipment) to be installed from time to time; with the right to reconstruct, improve, add to, enlarge, change the voltage, as well as the size of and remove such facilities or any of them within an easement ten (10) feet in width.  This easement has been approved by the School Board attorney.

Recommendation
That the Non-Exclusive Utility Easement at Southside Elementary School between the School Board of Sarasota County, Florida, and Florida Power & Light Company, be approved as presented.
